Continuity of operations ensures that vital government functions continue to be performed during a wide range of emergencies, including natural, accidental, technological, or attack-related emergencies. A Continuity of Operations Plan (COOP) is a carefully-designed and continually-updated plan consisting of all relevant strategies, processes, procedures, documents, and day-to-day contingencies, which ensures that important government functions can and do continue.

 

It is critical to protect human capital and the integrity of government entities by having continuity plans that are FEMA compliant. Presiliency™ includes, expands upon, and is fully compliant with all FEMA Guidance and Directives, Planning and Templates, and Evaluation and Assessments. Presiliency™ also manages the important and required elements of a COOP plan:

  • Essential Functions - the most critical self-identified operations of your entity;

  • Orders of Succession - who assumes critical offices during an emergency;

  • Delegations of Authority - who has authority to make decisions at all levels, where and for how long;

  • Continuity Facilities - secondary or alternate locations where continuity activities will take place;

  • Continuity Communications - what individuals and entities will be part of or notified to support continuity activities and how;

  • Vital Records - the identification and actual location of electronic and hard copy documents, references, records, information systems, data management software and equipment needed to support essential functions;

  • Human Resources - the employees and other personnel responsible for continuity operations;

  • Tests, Training, and Exercises - including after action reports and plan improvements;

  • Devolution of Control and Direction - how essential function responsibilities are transferred and to whom; and 

  • Reconstitution - detailed information of resumption of normal operations at the primary facility or facilities.
